The Manitoba Provincial Nominee Program (MPNP) is one of Canada's most accessible pathways to permanent residency for skilled workers, international graduates, and entrepreneurs. Unlike federal programs, the MPNP allows Manitoba to nominate candidates who meet the province's specific economic and labour market needs. If you are nominated, you receive a certificate that significantly strengthens your federal immigration application.

The Three Main MPNP Streams

Skilled Workers in Manitoba

This stream is designed for people who already have a connection to Manitoba, either through current employment in the province, a job offer from a Manitoba employer, or family ties to a Manitoba resident.

Skilled Workers with Employer Support: You have a full-time, permanent job offer from a Manitoba employer in a skilled occupation. The employer must demonstrate they could not fill the position locally.

Skilled Workers with Manitoba Work Experience: You have been working in Manitoba for at least six months in a skilled occupation and meet the language and education requirements.

Skilled Workers Overseas

This stream targets skilled workers outside Canada who have a strong connection to Manitoba. You do not need to already be in the province. To qualify, you typically need:

  • A formal Expression of Interest (EOI) submitted through the MPNP Online system
  • A valid job offer from a Manitoba employer, or a close relative (parent, sibling, aunt, uncle, or cousin) who is a Canadian citizen or permanent resident living in Manitoba
  • Language proficiency in English or French (CLB 7 or higher for NOC TEER 0-2; CLB 5 or higher for NOC TEER 3)
  • Post-secondary education or trade certification
  • Sufficient settlement funds

International Education Stream

This stream is for international graduates of Manitoba post-secondary institutions who want to remain in the province after completing their studies. Three pathways exist:

  • Career Employment Pathway: graduated from a recognized Manitoba institution with a career-related full-time job offer in a skilled occupation
  • Graduate Internship Pathway: completed an internship through a recognized Manitoba program as part of your studies
  • Student Entrepreneur Pathway: have a business plan and intent to establish a business in Manitoba after graduation

How the MPNP Points System Works

The MPNP uses an Expression of Interest (EOI) system. You submit a profile and receive a score based on language ability, education and credentials, work experience, adaptability factors, and age. Manitoba draws candidates from the EOI pool periodically and issues Letters of Advice to Apply (LAAs) to the highest-scoring candidates. Receiving an LAA means you have been invited to submit a full application for provincial nomination.

Processing Times in 2026

Once you submit a complete application after receiving an LAA, MPNP processing currently takes approximately six to twelve months. Federal processing of the permanent residency application follows after nomination and typically takes an additional six to twelve months. Total timeline from EOI to PR: roughly one to two years.

Common Reasons Applications Are Refused

  • Misrepresentation of employment history or credentials
  • Insufficient evidence of a genuine job offer
  • Failure to demonstrate intent to settle in Manitoba
  • Language test scores that do not meet the minimum threshold
  • Missing or incomplete supporting documents

Frequently Asked Questions

Can I apply to the MPNP and Express Entry at the same time? Yes. Many MPNP streams are aligned with Express Entry. If you receive a provincial nomination, IRCC adds 600 points to your CRS score, which virtually guarantees an Invitation to Apply.

Does a job offer have to be in Winnipeg? No. Manitoba employers anywhere in the province can support an MPNP application, including rural and northern communities.

Can my spouse or common-law partner be included? Yes. Your spouse or common-law partner can be included as a dependent and will receive permanent residency at the same time.
